Relationship between Education, Information and Communication Technology and International Migration

Abstract:

This paper aims to examine the impacts of education, information and communication technology (ICTs) – particularly the digital connectivity provided by internet access – on bilateral migration flows in the ASEAN region. By applying the gravity framework on a collection of macroeconomic indicators, this study finds that, higher average level of education and internet access rate at the sending countries reduce emigration rate, whereas higher education level and internet access rate at the receiving countries cause immigration rate to increase. In an additional analysis, we apply the same gravity framework to migration flows from ASEAN to OECD countries. Nevertheless, the results appear to deviate from the theoretical predictions. This paper provides new direction for migration studies in the ASEAN region at the macro level. This is particularly useful since there is a shortage of micro-survey data on labor migration in the region.
